Fleet Renewal Consulting Services for VIA Rail

Phase 2: Tender

• Provide Engineering services:
  • Manage Supplier’s budget, resources, and schedule;
  • Manage communications, meetings, and provide progress reports;
  • Documentation management and control;
• Support VIA during the tender process:
  • RFP review meetings with bidders;
  • Coordinate and document the maintenance facility visits with bidders;
  • Answer questions during tender period;
• Assess the tenders (technical and financial proposals), with VIA support;
• Prepare the award recommendation;
• Support VIA in contract negotiations.

Phase 3: Contract Execution

• Provide Project Management, Administration, and Engineering services, including but not limited to:
  • Project planning and scheduling;
  • Document management and control;
  • Project resource management;
  • Supply contract management and cost control;
  • Change management planning related to new fleet maintenance implementation;
  • Risk assessment related to the new fleet.
• Support risk assessments related to the new fleet;
• Deficiency and corrective action management;
• Enforcing the Specification through design reviews (with VIA participation), First Article Inspections, and production monitoring/audits of the main contractor and sub-contractors. This will include resident resources at the appropriate manufacturing facilities, as well as auditors for other locations as required by the Quality Management plan;
• Develop a detailed plan with the contractor for pre-service testing and introduction into service, with VIA support;
• Manage the contractor qualification testing, commissioning, and equipment acceptance, with VIA support;
• Support VIA through the Transport Canada, and CN acceptance process;
• Support VIA for six months post-delivery of the last trainset, including but not limited to warranty claims, premature failure analysis, retrofits, knowledge transfer, etc.
