Fleet Renewal Consulting Services for VIA Rail

SYSTRA Canada and its partner, CH2M Jacobs, have been mandated by VIA to provide them with fleet renewal consulting services for all phases of the program lifecycle

VIA Rail (VIA) operates rolling stock in the Windsor – Quebec City rail corridor which is nearing the end of its commercial and useful life. The average age of the equipment in VIA’s Corridor fleet is 40 years (over 23 years for the locomotives and over 43 years for the cars) and requires extensive maintenance in order to remain serviceable. The primary car fleet serving the Corridor has an aluminum carbody which has required numerous structural repair programs.

SYSTRA Canada (formerly CANARAIL) and its partner, CH2M Jacobs, have been mandated by VIA to provide them with fleet renewal consulting services for all phases of the program lifecycle through three phases:

Phase 1: Complete Existing Preliminary RFP Documentation

  • Review and familiarization of the preliminary RFP documentation.
  • Complete the RFP documentation:
    • Instruction to Bidders: support VIA’s procurement team
    • Manufacture & Supply Agreement and Technical Support & Spares Supply Agreement: support VIA’s legal advisors
    • Maintenance Requirements Specification and Specification.
  • Ensure clarity, completeness, and consistency between documents that make up the RFP.
  • Finalize with VIA the evaluation criteria and process (including introduction of RFQ stage).
  • Provide knowledge transfer to VIA’s program team members.

Phase 2: Tender

  • Provide Engineering services:
    • Manage Supplier’s budget, resources, and schedule
    • Manage communications, meetings, and provide progress reports
    • Documentation management and control
  • Support VIA during the tender process:
    • RFP review meetings with bidders
    • Coordinate and document the maintenance facility visits with bidders
    • Answer questions during tender period
  • Assess the tenders (technical and financial proposals), with VIA support.
  • Prepare the award recommendation.
  • Support VIA in contract negotiations.

Phase 3: Contract Execution

  • Provide Project Management, Administration, and Engineering services, including but not limited to:
    • Project planning and scheduling
    • Document management and control
    • Project resource management
    • Supply contract management and cost control
    • Change management planning related to new fleet maintenance implementation
  • Support risk assessments related to the new fleet.
  • Deficiency and corrective action management.
  • Enforcing the Specification through design reviews (with VIA participation), First Article Inspections, and production monitoring/audits of the main contractor and sub-contractors. This will include resident resources at the appropriate manufacturing facilities, as well as auditors for other locations as required by the Quality Management plan.
  • Develop a detailed plan with the contractor for pre-service testing and introduction into service, with VIA support.
  • Manage the contractor qualification testing, commissioning, and equipment acceptance, with VIA support.
  • Support VIA through the Transport Canada, and CN acceptance process.
  • Support VIA for six months post-delivery of the last trainset, including but not limited to warranty claims, premature failure analysis, retrofits, knowledge transfer, etc.
