Answering Clients’ Needs in Project Delivery
The procurement and ultimate method of delivery of a rail project is often governed by different rules and models, often driven by risk allocations. Whether sponsored by a public agency of by the private sector, these rules dictate the roles to be played by SYSTRA Canada (formerly CANARAIL).
When working on the clients’ side, SYSTRA Canada helps them shape and identify the best delivery method for their project based on a series of criteria (technical, economic, financial, political) and driven by the level of accountability to be transferred to the private sector. Our role extends to the full cycle of project delivery, monitoring and supervising the stakeholders involved in its execution, whether as :
• Project Management Consultant;
• Owner’s Representative;
• Technical Advisor (under LTA, for example).
When SYSTRA Canada positions itself on the delivery side, our involvement can be of multiple forms, amongst the following delivery methods:
• Public Private Partnership/Alternative Financing and Procurement (DB; DBM; DBF; DBOM; DBFOM);
• Engineering Procurement Construction (EPC);
• Design on a stand-alone basis.
Whether under FIDIC rules, World Bank (and other IFIs) rules, SYSTRA Canada is familiar with all these models.
